Donaldson proposed that the curriculum be built around four purposes: developing ambitious, capable learners; enterprising, creative contributors; ethical, informed citizens; and healthy, confident individuals. Critically, the review rejected the false choice between knowledge and skills, arguing instead for a curriculum that integrates both through coherent areas of learning. It also argued that over-prescriptive accountability had eroded teacher professionalism and pedagogical flexibility.
